Area Weather

Everyone talks about it. Everyone wishes it were better. No one can do anything about it.

Kankakee County's Standard Metropolitan Statistical Area is ranked 301st (out of 331) when it comes to weather. We're colder than most of the country in January, more humid than most of the country in July, and get twice as many serious snowfalls as the norm. That means the area is relatively good for those who like to see the four seasons: sprouts of green in the spring, yellowing corn in summer, leaves ablaze in the fall and a white Christmas. It's not so great if you dislike shoveling snow or like going for a walk 365 evenings of the year.

Paul Pastelok, senior meteorologist with AccuWeather, which provides The Daily Journal with its daily forecasts, outlines some of the trends that color Kankakee County weather.
ˇ Like much of the Midwest, Kankakee County can be in the path of winter Alberta Clippers. These are storms that drag moist air off the Pacific and chill it with arctic currents. High pressure prevents it from hitting Southern California. It heads east of the Rockies and descends on us.
ˇ Because we're south of Lake Michigan, as opposed to east of it, we don't get lake effect snow, but the warm water of the lake also heats lakeshore cities like Chicago, Cleveland and Buffalo, in the winter. Winter nights here are colder.
ˇ Southern Gulf cities are often cooled in the summertime by regular evening thunderstorms. Kankakee misses out on that, so our summers are somewhat hotter than cities like Savannah, Ga.
Our weather at a glance:
ˇ Average low in January, 10 degrees. The national average is 26.4 degrees.
ˇ Average high in July 84 degrees, close to the national average of 86.7.
ˇ Annually, Kankakee County has 15 days greater than 90; 145 days of freezing weather (less than 32 degrees); and 14 days when the temperature goes subzero.
ˇ We get 37 inches of snow a year, about 12 more than the national average, and It's the weather. We average a dozen snowstorms of 1.5 inches or more -- twice the national norm.
ˇ During a typical year, we'll have 196 days that are mostly sunny. There will be 43 thunderstorms, four more than the national average. Our rainfall is just about the national average.
ˇ The chance of being hit with a tornado-related storm is 5 percent greater than the national average, but the chance of being hit with a hurricane-related storm is 87 percent less than the national average.

Some Local History

Kankakee's Three Governors

Len Small
Lennington "Len" Small (1862-1936)
was the first of Kankakee's three Illinois governors. He was the only one of the three born in Kankakee and the only one of the three to win re-election. At 21, he was secretary of the State Board of Agriculture, and soon was its president. He served for many years as secretary to the Kankakee Interstate Fair. President Taft appointed him assistant U.S. treasurer in Chicago. Twice elected State Senator and twice elected Illinois Treasurer, he first ran for governor in 1912, the first of six campaigns for that office. Victory came in 1920. Small won a four-way primary by 7,902 votes and then was carried in by Warren Harding's "Return to Normalcy" landslide.

Small was a popular governor. He passed a state bonus for war veterans and pushed through a new state school aid formula to help poor districts. A state conservation department was created. A concrete marker designating land on the Shapiro campus as part of the state fish hatchery can still be seen. He is best remembered, though, for building 7,000 miles of concrete roads, the most in the nation by 1928. Construction was funded by $100 million in bonds and a two cent a gallon gas tax.

A 1921 trial exonerated him of charges of conspiracy and embezzling. His wife, Ida Moore Small, died of apoplexy the day the verdict came in. Small died in 1936, a month after starting his last campaign.


Samuel H. Shapiro
Samuel H. Shapiro (1907-1987) was the second of Kankakee's three Illinois governors, serving for eight months in 1968. A violinist, Sam Shapiro earned $4 an hour and became president of the musicians 'union while still at Kankakee high.
He worked his way through the University of Illinois law school by continuing to play the violin, selling
shoes and soliciting business for a photography studio.

In 1936, during the depth of the Depression, he ran for and won the job as Kankakee County State's Attorney. He sued state officials, charging them with malfeasance in
conjunction with a typhoid epidemic at Manteno State Hospital. Shapiro lost the verdict before the Illinois
Supreme Court, but established a reputation of fighting for the residents of state institutions.

A stout, short man, Shapiro did special back stretching exercises to qualify for the Navy in World War II, where he served as an anti-submarine expert. He returned to serve six
terms in the legislature, sponsoring bills to raise standards in state hospitals. The Research Foundation for Illinois named him "Mr. Mental Health" for the state. The Kankakee State
Hospital was renamed in his honor.

Twice elected lieutenant governor under Otto Kerner, he stepped up when Kerner became a judge. Shapiro's re-election campaign was hindered by the 1968 Democratic convention riots in Chicago. Not well known downstate, he lost by 127,794 votes. He never ran for office again and died peacefully in his sleep March 16, 1987.

Born in 1934 in Iowa, Ryan was trained as a pharmacist and jerked sodas in his father's store. Ryan's political career began as a manager for his brother, Tom, who served five terms as Kankakee mayor. Appointed to the county board, Ryan rose rapidly. By his second term he was leading the county board. Elected to the Illinois House, he was Republican leader by his third term. After serving as lieutenant governor, he moved to secretary of state, a traditional patronage powerhouse in Illinois. Ryan drew attention to the otherwise quiet office by pushing drivers to sign up for organ donations and by cracking down on drunk drivers.

His single term as governor was marked by Illinois FIRST, a huge public spending bill,that pumped billions of dollars across the state, including a public swimming pool for Kankakee. A licenses-for-bribes scandal, dating back to his secretary of state days, made re-election unlikely. As his tenure ended, he commuted every death sentence in Illinois, drawing worldwide praise and statewide condemnation.

How to Get a License: Individuals who are under 18 must attend driver's education and have a permit for three months. Individuals 18 or older do not need a permit and must take the written, vision and road test. In order to get a license bring proof of signature, date of birth, Social Security number and residency. In order to renew a license proof of signature and the old driver's license is needed.

Voter Registration
Optical scan voting machines are used in Kankakee County. A ballot will include the names of the candidates and the offices they are running for next to an oval. The Kankakee County Clerk's office reminds everyone to just "darken the oval." The optical scanning ballot is similar to the answer sheets used in standardized testing in schools. Election judges will hand you the ballot and a felt-tipped pen. Don't worry. If you make a mistake filling in the ballot, the optical scan reader will reject it, and will accept it only when correctly completed. New residents can register to vote if they reside in Kankakee County at least 30 days prior to an election. Voter registration services are available at several area village halls, township offices and the Kankakee County Clerk's office. The Motor Voter Act makes voter registration a part of applying for a new driver's license, so just changing the address on your driver's license can be a convenient way to register in your new votin district.
All registrations must be completed 28 days prior to an election. At least one form of identification must include your new address when registering to vote. Utility bills or other pieces of mail listing your new address will suffice. A second form of identification is also required. A new driver's license is an acceptable form of identification, but is not required. Any registered voter who expects to be out of the country on election day can apply for an absentee ballot. Absentee ballots and applications are available at the
Kankakee County Clerk's office starting 40 days prior to election day. Personal applications are acceptable up to one day prior to the elections, but mailed in applications must be submitted five days in advance of the elections at a minimum.
Residents may register to vote any time until February 21, 2006 for the March primary. Voter registration deadline for the November election is October 10, 2006. In addition to going to various places throughout the county to register, residents can visit the Illinois State Board of Elections website, www.elections.state.il.us, to download a voter registration form that can be mailed. If you register by mail, you must vote in person the first time you vote.

Municipal Government

The origins of some of the larger towns in Kankakee County.
Aroma Park. The town is named after James L. Romer, a close friend of Slocum and Alvin Wilbur, who laid out the Village of Waldron in 1852. Mayor Norman Grimsley can be reached at 937-1212 . Aroma Park's Village Board meets the second Tuesday of each month at the Village Hall, 2200 S. Lowe Road. Aroma Park's estimated population is 821 people.
Bonfield. The land where Bonfield presently lies was separated from Limestone in 1854 and was named Salina, which means a salty, marsh-like area. Twenty-eight years later, John and Samuel Verkler formed the Village of Verkler. Attorney and local resident Thomas Bonfield played a big role in the construction of a railroad in Salina Township, and event ally the Village of Verkler was renamed the Village of Bonfield. Mayor Cindy Ryan can be reached at 939-7514. The Village Board meets the second Tuesday of each month at Village Hall, 173 W. Smith Ave. Bonfield's estimated population is 421 people.
Bourbonnais. The village is believed to have gotten its name from Bourbonnais Grove, named after Francois Bourbonnais and his family, whose ancestry in the area may go back as far as the early 1700s. Bourbonnais lived in the grove between Beckman Park and Davis Creek in about 1829. He might have been part Indian, but he was known for his closeness to the area Indian culture and is said to have left with the tribe for Council Bluffs, Iowa, in 1836. The Village Board meets the first and third Mondays of every month at the village office, 700 Main Street. Bourbonnais' estimated population is 16,733 people.
Bradley. The town was named after David Bradley, who brought his Chicago farm implement company to "North Kankakee" in 1895. There was a serious depression at the time, and the city decided to rename the town Bradley City. It was soon after renamed Bradley. Mayor Gael Kent can be reached at 932-2125. Cabery. Mayor Dean Knittel can be reached at 949-1768. The Village Board meets the first Tuesday of the month at Village Hall on South Ames. Cabery's estimated population is 270.
Chebanse. Local historians agree the word Chebanse is Potawatomi for "Little Duck," as the town's sign also argues. But the Illinois Central Railroad actually named the town Chebanse, after Congress decided Illinois needed a railroad running the full length of the state. Up until the railroad construction began, the forerunner of Chebanse was actually located near Sugar Island, on the Iroquois River about four miles east of town. In or about 1846, one Messr. Ostrander built his sawmill and dam at Sugar Island and a blacksmith, a log house school that served about 15 pupils and German cabinetmaker Albert Burmeister soon followed. The town is recognized as being officially founded after it got its post office in 1854. Mayor Elden Dubuque can be reached at 383-6844. Herscher. Herscher was named after John Herscher and was laid out as a town by a railroad company. Mayor Bill Carnahan can be reached at 426-2131. The Village Board
meets at Village Hall, 272 E. Second Street. The stimated population is 1,600.
Hopkins Park. Mayor Jon Dyson can be reached at 944-8625. The estimated population is 711.
Irwin. Donald O'Connor is the board president. Irwin's estimated population is 92.
Kankakee. The city began as Kankakee Depot and was then named Bourbonnais before eventually being named Kankakee City in 1865 and soon after being referred to
as just "Kankakee." It was almost named Winnemac after and old Indian chief by fur trader Noel LaVasseur and George S. Hubbard in 1865, but Kankakee prevailed. The name "Kankakee" is Native American for "swampy country" after the marshy areas of the shores of the river. Mayor Don Green can be reached at 933-0500. The city council meets every other Monday at City Hall, 385 E. Oak Street. The estimated population is 30,000.
Manteno. Manteno is named after the granddaughter of Francois Bourbonnais Sr., whose name is Maw-Te-No. The land was granted to local members of the ottawatomi

Momence. The Lower Crossing of Hubbard Trail was Momence's original name. The area was land granted to Indian Je-neir, her husband Moness Momence and his two

Weller, 48, is currently serving his sixth term for the 11th District of Illinois, which includes Grundy County, LaSalle County, Kankakee County and parts of Will, Bureau, McLean, Woodford and Livingston counties. In the 2002 election, Weller won with 65 percent of the vote.
He has served on the House Ways and Means Committee since 1996, where he earned national recognition for eliminating the Marriage Tax Penalty and his efforts to change depreciation schedules affecting business. Through the Ways and Means Committee, Weller has spoken on issues affecting the economy, Internet, computer education and high technology. Weller earned a seat on the International and Relations Committee in 2003 and serves on the Western Hemisphere and Asian Pacific Subcommittees.
In 1995, Weller passed into law the redevelopment of the former Joliet Arsenal. The Abraham Lincoln National Cemetery and the Midewin National Tallgrass Prairie, the nation's largest national prairie, were created under this plan. Thousands of jobs were also created through this plan with the building of one of North America's largest inter-modal truck,


rail and freight facilities. He was awarded the Environmental Protector Award from the Chicago Audubon Society for

Weller has also worked to establish and expand outpatient health clinics for veterans in the eleventh district, preserve the Kankakee River, improve transportation through the expansion of METRA and 1-355, build a south suburban airport, revive the south suburb and urban areas with Weller's Brownfields tax credit and construct Illinois' National Guard Training Center in Marseilles.
Weller was born in Streator, Illinois on July 7, 1957 to LaVern
and Marilyn. He was raised on his family's fifth-generation farm in Dwight, Illinois, where he was active until his 1988 election to the Illinois General Assembly, where he served until 1994. In 1979, Weller graduated from the University of Illinois with an agriculture
degree and went on to work as a sales representative with Procter and Gamble. Weller served as an aide to former U.S. Rep. Tom Corcoran for one year. From 1981 to 1985 he was an aide to U.S. Secretary of Agriculture John Block. On November 20, 2004,
Weller wed Guatemalan Congresswoman Zury Rios Sosa. The couple resides in Morris, Illinois.
